FMCSA registration now runs through Motus

The short version

FMCSA opened its new registration system, Motus, to all registrants in 2026. New authorities apply there, and insurers file proof of coverage there.

Why it matters for new carriers

The insurance rules did not change. Your insurer still files a BMC-91 or BMC-91X, and FMCSA still wants it within 20 days of publication. FMCSA said initial review in Motus may take at least eight business days, so apply early.

What to do

  • Make sure your business name and address match your state filings exactly.
  • Line up your insurer and BOC-3 agent before your application publishes.
